Tracks recurring entities referenced by story entries in ../drafts/ and ../accepted/. Use one row per stable entity identity or placeholder identity. The goal is continuity control: where the entity appears, what authority files constrain it, how much the player is allowed to know, and what playable consequence rides on that appearance.
